Perhaps the most important factor that AI uses is an unfortunate factor: the difficulty level of the game. If the difficulty is higher than normal, the AI will only treat you in the best conditions and refuse any business relationship for no particular reason. If you`re playing on a more difficult difficulty level, this could be your problem. Note: The Tomb Kings are the only faction that use resources for their mortuary cult mechanic (Edit: A similar mechanic called forging has only been added for dwarves in Warhammer 2 since it originally posted this answer). For all other groups, resources only increase the value of trade agreements. They are therefore generally right to think that these resources are not actually used by the trading partner, but not in this particular example. The right side shows how much money they make and what resources you import from them. First of all, this is not true because Tomb Kings will not use many of my resources, so they do not matter. More importantly, it indicates that the other party benefits from the fact that I have more resources. In your example, you earn 620 gold per spin and no resources, while Arkhan earns 110 gold and all those resources on your end. The more resources you have, the more likely it is that this group signed the trade treaty can only be agreed between two political groups if their capitals are connected by roads or waterways and generally only where relations are good….
