In the public sector, specific collective agreements in the public sector apply. The contractors are JUKO, the Association of Professionals and Executives of the Civil Service, as well as local employers (KT), the Office of the Government as employer (VTML) and the Church Labour Market Organization (KIT). JUKO negotiates collective agreements for business school graduates. CollectiveIn Finland, collective bargaining took place for 40 years, until 2007, at three levels: national, industrial and enterprise. Agreements at the national level (the general income rules) covered the whole economy and generally developed recommendations to sectoral negotiators, who then implemented them, with the possibility of making some improvements at the enterprise level. The government has often played a key role in these negotiations at the national level, for example by making tax or social security changes subject to their results. (Although the system did not work every time; – sometimes negotiators could not reach agreement at the national level and there were only sectoral agreements – and although there was no legal obligation to negotiate in this way between 1968 and 2006.) National negotiations have been essential for wage setting. The main task of Finnish Energy`s labour market activities is the management of collective agreements for staff employed by member companies. The agreement exists between WFP for workers and the Employers` Association of Finland.

However, unlike previous general income policy regimes, which cover all workers, the 2011 Framework Agreement only applied to sectors with existing collective agreements. As in the past, a number of non-remuneration issues were addressed (see The Theme of Negotiations). Since the expiry of the Competitiveness Pact in 2017 – the exact date varied between the agreements – subsequent negotiations have returned to sectoral level rather than national negotiations. However, recent experiences indicate that there is no guarantee that it will remain so indefinitely. In addition to the commercial collective agreement, the agreement concluded in the retail sector includes the collective agreement protocol for IT employees (hereinafter the collective agreement protocol for computer scientists in the retail trade), the collective agreement for Hankkija-Maatalous sales staff, the collective agreement for warehousing and transport managers and the collective agreement for the retail trade inspectorate. In the first year of the contract, a general salary increase of 1.3% is applied until 1 March 2020. In the second year of the contract, salaries will be adjusted no later than February 1, 2021, with an overall increase of 1.2%, and a 0.8% increase per company or job will be used for salary increases on February 1, 2021.
